Election to the Members of the Constituent Assembly Act, 2064 (2007)
Article 3
Constituency
For the election to the Members of the Constituent Assembly, there shall be the following election constituencies and number of members pursuant to Article 63 of the Constitution:
- Two hundred forty members elected from two hundred forty constituencies for the election to be held under First Past The Post Electoral System.
- Three hundred thirty Five members elected from the constituency set upon considering the entire country as a single constituency for the election to be held under the Proportional Electoral System where the Political Parties shall be voted.
- Seventeen members to be nominated by the Council of Ministers on the basis of understanding from amongst the persons of high reputation who have rendered significant contribution in national life.
Comment
It is worth noting that the new 2015 Constitution has increased the majority (60%) of seats for FPTP. The principle of quotas is kept in intact for the PR component, while expanding on the list of groups to include Muslims and Thaurus, but without removing the privileged groups from the quota system. These will have further repercussions in future elections.
