. BASICPROVISIONS

Article 4

 1. Councilors and MPs shall be elected in theconstituencies on the basis of a list submitted by political parties (a partyelectoral list), coalitions of political parties (a coalition electoral list),and lists submitted by groups of citizens (an electoral list of a group ofcitizens) (hereinafter referred to as an electoral list).

2. Seats forcouncilors and representatives shall be distributed in proportion to the numberof votes obtained.
