Article 4
Mixed Electoral System

The following mixed electoral system shall be adopted for election to the Members of the Constituent Assembly:

1. First Past the Post Electoral System, and
2. Proportional Electoral System where the Political Parties shall be voted

In 2006, the Comprehensive Peace Accord was signed between the government and the Maoists. Following which, a new electoral system was prescribed to be more inclusive. However, the parties were unable to agree on a purely proportional electoral system. The compromise resulted in a mixed system to consist of both FPTP and PR.
