The current electoral system in part hinders party development. Only 1.7 per cent of candidates ran on party tickets in 2010, a clear indicator of the extremely marginal role that political parties play in Afghanistan. The weakness of political parties has been partly attributed to the use of the Single Non-Transferable Vote (SNTV) electoral system, which is well known to be a limiting factor
