Article 46:

(1)Parliament shall consist of 25 Members who shall be elected by the People by universal, equal, secret and direct suffrage according to the system of proportional representation. The Upper Country (Oberland) and the Lower Country(Unterland) shall each form a voting district. Of the 25 Members of Parliament,15 shall be elected by the Upper Country and 10 by the Lower Country.
