Section 71: ”The elector … shall there alone and secretly indicate on the ballotpaper the candidate or candidates for whom he or she desires to vote by markinga cross in a square set opposite to the name of each”

Section 80: 'The Headof State shall:

(a)receive from the [Electoral] Commissioner the return of thewrit issued by the Head of State to the Commissioner to conduct elections; and(b) by warrant under his or her hand declare the successful candidate or candidates to be elected.”  (Our emphasis).
