Chapter 1. GENERAL PROVISIONS

Article 4. Federal Electoral District

The federal electoral district in which deputies of the State Duma are elected shall include the entire territory of the Russian Federation. Voters living outside the territory of the Russian Federation shallbe deemed included in the federal electoral district.
