Article 79.- The national elections to elect deputies and regidores will be made through electoral districts in order to guarantee that the citizens that are elected in the general elections of the year 2002 and thereafter, are a true representation of the sector of the inhabitants who elect them .

Article 164.- PROPORTIONAL REPRESENTATION.

In each province, municipality or electoral district, as the case may be, political parties or independent political groups shall represent their candidates for senator, deputies, trustees, alternates of trustees, aldermen and alternates of aldermen through joint ballots for each level of election , which will be elected by simple majority of votes the senator, the trustee and alternate of trustee, and by the proportional system the deputies, aldermen and aldermen of aldermen.
