1994 Elections Ordinance, Articles 4 and 40(8)

Article 4

(1) For the purposes of the election of members of the Legislative Council and of compiling and revising the lists of persons entitled to vote at such elections, the Islands shall be divided into thirteen electoral districts as defined in the Electoral Districts (Boundaries) Ordinance 1994.

(2) Each electoral district shall be represented on the Legislative Council by one elected member.

Article 40(8)

(8) The candidate who on completion of the count is found to have the largest number of votes shall then be declared by the returning officer to be elected as the member for the electoral district.
