103.1 O Presidente da República é eleito por lista uninominal, segundo o sistema maioritário de duas voltas.

103.2 É eleito o candidato que obtiver 50%+1 dos votos validamente expressos.

103.3 Se nenhum dos candidatos obtiver mais de metade dos votos validamente expressos, realiza-se a Segunda volta.

103.4 Ao segundo sufrágio apenas concorrem os dois candidatos que tenham obtido o maior número de votos na primeira votação e que não tenham retirado a candidatura.

The president is elected on a two-round system: a candidate must receive more than 50 percent of valid votes. If not, a second round takes place within 21 days after the declaration of the presidential first round results. The second round, with a 15 day campaign period, is contested by the two candidates who received the largest number of votes.
