Constitution of the Republic of Belarus, 1994
81: The President shall be elected directly by the people of the Republic of Belarus for a term of office of five years on the basis of universal, free, equal, direct suffrage by secret ballot.
82: The elections shall be deemed to have taken place if over half of the citizens of the Republic of Belarus on the electoral roll have taken part in the voting. The President shall be deemed elected if over half of the citizens of the Republic of Belarus who took part in the voting voted for him. If none of the candidates gets the required number of votes, a second round of voting between the two candidates who have obtained the largest number of votes shall be conducted within two weeks. The presidential candidate who obtains more than half of the votes of those who took part in the second voting shall be deemed elected. The procedure of holding presidential elections shall be determined by the law of the Republic of Belarus.
Electoral Code of the Republic of Belarus (amended 2006) 14: Elections of the President of the Republic of Belarus are held over the united constitency comprising the whole territory of the Republic of Belarus.
79: The President of the Republic of Belarus is considered elected if more than half of the citizens of the Republic of Belarus who have taken part in voting have voted for him.
80: If neither of the candidates for President of the Republic of Belarus has gained the necessaru number of votes, the second round of voting on the two candidates who have gained the greatest number of votes of voters shall be held not later than two weeks upon decision of the Central Commission. Elections in the second round of voting are considered as taken place if more than half of voters included into the list of citizens having the right to participate in elections have taken part in voting. The candidate for President of the Republic of Belarus who has gained in the second round of voting more than half of votes of voters who have taken part in voting shall be considered elected.
