Article 57
57.1 The President of the Republic shall be elected by universal, direct, equal, secret and periodic suffrage by citizens resident in the national territory, in accordance with the law.
57.2 The President of the Republic shall be elected by an absolute majority of valid votes. If no candidate obtains one, there shall be a second vote in which only the two candidates who obtained the greatest number of votes in the first and who have not withdrawn may compete.
Rebel leader Jonas Savimbi came second in the first round of the presidential elections to Jose dos Santos with 40% of the popular vote, as opposed to Santos’s 49%. Since it was clear that he would lose the second round, Savimbi immediately restarted the civil war, which would proceed for another decade.
