Article 17Election of President(1) The President is elected by obtaining more than fifty percent of votes cast by voters through free, universal, secret and direct elections.(2) If none of the candidates obtains more than 50 percent of the votes cast in the first round, a runoff election shall be held within two weeks from the date of the announcement of the final results of the first round of the elections. In the second round, only the two candidates who obtained the most votes in the first round will participate. In case of equality of votes amongst more than two candidates, those two candidates who fulfill the highest qualifications shall be selected as candidates for the runoff by a committee composed of two members of the Supreme Court, two members of the Commission under chairmanship of the Chief Justice, within (48) hours.
