Article 76: The National Assembly consists of at least 120 members. The deputies shall be elected by a free, universal, equal, direct and secret ballot. 

NOTE: There are currently 123 seats in the National Assembly (http://www.cambodia.org/facts/?government=National+Assembly+of+Cambodia).
