Section 6
​Distribution of Seats

Seats in the Assembly shall be distributed according to the system of representation established by article 9.1.3 of the Constitutional Framework, by allocating:

1. one hundred (100) seats amongst all certified Political Entities in proportion to the number of valid votes received by them; and
2. twenty (20) seats reserved for the additional representation of non-Albanian Kosovo communities, in the manner specified in the Constitutional Framework:

The Assembly is composed of 120 elected members, 20 of which are reserved for minorities (10 for members of the Serb community and 10 for other non-Serb minorities). This system of set-aside seats was designed to motivate the participation of the ethnic Serb community, which had boycotted the first municipal elections.
