'For the purposes of Parliamentary elections, the country is divided into 41 electoral districts or constituencies: thirty nine (39) in Trinidad and two (2) in Tobago.'

Comment

It is technically possible for there to be 42 voting members if the Speaker elected is not a member of the House (there is no provision stating that such a Speaker does not have a casting vote).
