43 (1) The House ofAssembly shall consist of—

(a) a Speaker, electedas provided in section 44;

(b) fifteen electedmembers;

(c) four appointedmembers; and

(d) the AttorneyGeneral.

(2) The AttorneyGeneral shall not have the right to vote in the House of Assembly.

 

44 (2) The Speaker shallbe elected from among the elected or appointed members of the House of Assemblywho are not members of the Cabinet or from among persons who are not members ofthe House, and shall be elected by a majority of the votes of the elected andappointed members of the House; but no person shall be elected as Speaker whois not qualified to be an appointed member of the House or who would for anyreason be disqualified from being an appointed member.

 

68 (1) Save as otherwise provided in this Constitution, all questions proposedfor decision in the House of Assembly shall be determined by a majority of thevotes of the elected and appointed members present and voting.

(2) The personpresiding shall not vote unless on any question the votes are equally divided,in which case he or she shall have and exercise a casting vote.
