P 23, 'There are no prohibitions on financial contributions, whether by foreign governments, agents of governments, private individuals, or the corporate community. There are no constraints on political candidates and agents of political parties in raising and spending political money except insofar as the 1999 Money Laundering (Prevention) Acts provide some scope for the authorities to seek the cooperation of financial institutions in monitoring and detecting possible attempts to launder monies.'
