P 66, 'Controls on contributions, donations and loans are, however, only directed against foreign sources and terrorist organisations. Both the Presidential Election Act, section 22(4) and the Political Parties and Organisations Act (as amended in 2010), section 14 prohibit receiving contributions from foreign governments, institutions etc. intending to overthrow the Government of Uganda or to endanger the security of the country.'
