61. Is it specified that a particular institution(s) is responsible for overseeing compliance with existing rules against abuse of state resources?

 While abuse of state resources is not specifically listed as an offence in the leadership Code, such action could be interpreted as contary to the duties of a leader as set out in the Code. The Ombudsman has the power to investigate possible breaches of the Leadership Code.
