67. Are there provisions for conflict of interests for candidates and/or elected officials?
Finland
The State Civil Servants’ Act Section 8a and 18, 28 the Municipal Officeholders Act Section 1829 and the Local Government Act Sections 35 and 36 include provisions of conflicts of interest. High-ranking civil servants, before appointment, are obliged to give an account of their involvement in business, company share holdings, secondary jobs etc. Members of Parliament (MPs) are required to file a notification of interest (‘disclosure of outside ties’) to the Parliamentary office at the beginning of each parliamentary term and the information provided is then published on the Parliament’s website.
