“[…] the current legal framework is useful for detecting if an elected Member of Parliament has profited illicitly from money originally destined for their party’s campaign, but not as a means to bring transparency to the financing of party campaigns. […] St. Lucia has an Integrity Commission, [but] it has no investigative powers and is incapable of enforcing effective transparency. One requirement of the Commission is the annual submission by senior officials and members of Parliament of their assets and liabilities. This requirement is routinely ignored by Ministers and senior officials as indicated by a review of the information published in the Government Gazette.
