“Every  Senator  and  Member  of  Parliament  shall  furnish  to  the  Commission,  as  and when  required  to  do  so  by  this  section,  a  declaration  of  assets,  income  and  liabilities in the form prescribed by Form A in the Second Schedule.’

"A person shall not be validly nominated unless

a) a declaration by him to the best of his knowledge, estimation or endeavours as the circumstances permit of the assets, income and liabilities in the form prescribed by Form E. Form E in the Second Schedule. Second Schedule as pertaining to himself, his spouse and children (if any) at such date and during such period as are mentioned in the said declaration, is filed;"

Every member of the parliament  needs to submit asset declaration. Morover, every candidate in the parliamentary elections needs to submit asset declaration.
