13. Is there a ban on the use of state resources in favour or against a political party or candidate?

There is a ban on campaigning inside or outside of the buildings of government authorities at all levels, public enterprises, public institutions and local communities, and on religious facilities, on public roads and in public areas, except for the places designated for distribution of posters and advertising.
