Any member of thepublic can make a complaint to the Committee in writing. When the writtencomplaint is received, the members of the Committee will convene a meeting toattend to the dispute or complaint as the case may be. The members would choosea lead mediator to spearhead the mediation. The parties to the dispute would beinvited to attend the mediation session on an appointed date. The mediatorwould assist the parties to find an agreed solution to their dispute and theagreed solution shall be reduced in writing and signed by the parties. TheCommittees largely apply the Electoral Code of Conduct when resolving thedisputes. Notably, the agreement is legally binding and enforceable.
Any person not satisfied with the mediation by the DistrictCommittee may appeal to the National Committee or to the Commission.

Anysociety, other than a society the registration of which has been cancelledunder the provisions of subsection (1) of section thirteen or in respect ofwhich an order made under the provisions of subsection (2) of sectiontwenty-three is in force, which is aggrieved by the refusal of the Registrar toregister such society or by his decision to cancel the registration thereof orby his refusal to grant any application made under the provisions of subsection(2) of section nineteen may, within twenty-one days or such extended period asthe Minister may allow, from the date of such refusal or cancellation, appealagainst such refusal or decision to the Minister.
