Article 133
Citizens shall beguaranteed the right to local and regional self-government.
The right to localand regional self-government shall be exercised through local and/or regionalrepresentative bodies, composed of members elected in free elections by secretballot on the grounds of direct, equal and general suffrage.
Citizens maydirectly participate in the administration of local affairs, through meetings, referenda and other formsof direct decision-making, in compliance with law and local ordinances.
Despite the fact that the Law on Local Self-government restrictsthe process of referendum to municipalities only, the Law on Referendum extendsthis possibility to counties as well; thus, a local referendum may be scheduledby a representative body of a county, city or commune regarding issuesconcerning self-government activities within the scope of decision making of therepresentative body under conditions prescribed by law. Referendums arescheduled by the municipal council on proposal of one-third of its members, theexecutive board or one-fifth of the territorialcommittees in a city or municipality to decide on bylaw amendments, to propose ageneral act or to decide on any other issue within the scope of activities ofthe municipal council.
