18. Where the Commission have refused to approve a list ofcandidates, the representativeand deputy representative of the list, or either of them, may, not laterthan the 26th day before election day, appeal to the High Court against suchrefusal.
The High Court shall hear the appeal and deliver judgment withinsuch time before election day as will enable the Commission duly to comply withthe requirement of section 19 relating to publication of the list; and thejudgment of the court shall not be subject to appeal.

7. Security for costs.
(1) At the time ofpresenting an election petition or within three days afterwards the petitionershall give security for all costs which may become payable by him to anywitness summoned on his behalf or to any respondent.
(2) Securityshall be of an amount of onethousand dollars and shall be given in the prescribed manner byrecognisance entered into by any number of sureties not exceeding four or by adeposit of money, or partly in one way and partly in the other.
