Any member of thepublic can make a complaint to the Committee in writing. When the writtencomplaint is received, the members of the Committee will convene a meeting toattend to the dispute or complaint as the case may be. The members would choosea lead mediator to spearhead the mediation. The parties to the dispute would beinvited to attend the mediation session on an appointed date. The mediatorwould assist the parties to find an agreed solution to their dispute and theagreed solution shall be reduced in writing and signed by the parties. TheCommittees largely apply the Electoral Code of Conduct when resolving thedisputes. Notably, the agreement is legally binding and enforceable.

Although the right to freedom of association is recognised by Article 21(1) of the constitution and an individual is at liberty to form or be a memberof a political party, there is no specific law on their registration or structures.4This leads to an absence of clear obligations on the parties to maintaininternal democracy and a lack of transparency in their activities.
