Anymember of the public can make a complaint to the Committee in writing. When thewritten complaint is received, the members of the Committee will convene ameeting to attend to the dispute or complaint as the case may be. The memberswould choose a lead mediator to spearhead the mediation. The parties to thedispute would be invited to attend the mediation session on an appointed date.The mediator would assist the parties to find an agreed solution to theirdispute and the agreed solution shall be reduced in writing and signed by theparties. The Committees largely apply the Electoral Code of Conduct whenresolving the disputes. Notably, the agreement is legally binding andenforceable.

Although the right to freedom of association is recognised by Article 21(1) of the constitution and an individual is at liberty to form or be a memberof a political party, there is no specific law on their registration or structures.4This leads to an absence of clear obligations on the parties to maintaininternal democracy and a lack of transparency in their activities.
