Article 13-1 (1)The decision of the CentralElection Commission to register a candidate list or to refuse to register acandidate list, as well as the decision to delete a candidate from the list,may be appealed in court within three days after the decision has been made.

 

Article 54 (1) In the case specified inParagraph 1 of Article13-1 the appeal shall be submitted to the Administrative Regional Court(…)

(3) The court shall examine the appeal andmake a decision: 1) in cases specified in Paragraph 1 of Article 13-1 ,Paragraph 2 of Article 35-1 and Paragraph 1 of Article 51 – within seven daysafter the receipt of the appeal;

 

(6) Thecourt decision, as well as other decisions, which are taken while carrying outthe procedural activities related to examining the case, cannot be appealed.

Section 8. Institutionsand courts, in applying the norms of law, shall use the basic methods of theinterpretation of the norms of law (grammatical, systemic, historical andteleological methods) in order to achieve the most equitable and useful result(Section 17).

 

Section 247. (1) Inrendering judgment, the court shall base itself upon the norms of substantiveand procedural law.

(2) The courtshall base its judgment on the facts which have been established by theevidence in the matter or which in accordance with Section 153 of this Law arenot required to be proved.

(3) A court maybase its judgment only on such facts as the participants in the administrativeproceeding have had an opportunity to express their views orally or in writingin regard to.
