19. (2) Where any nomination paperhas been rejected by the returning officer under subsection (1), the returningofficer shall inform the secretary of the recognized political party or thegroup leader, as the case may be, who hadsubmitted such nomination paper the fact of such rejection. The decision of thereturning officer to reject such nomination paper shall be final.
