Article28:
a. Any concerned voter orcandidate may have the right to challenge any procedures related to the stagesof the electoral process within three days from the date of occurrence of theincident.
b.Any citizen may submit a challenge before the competent court against any voteror candidate who does not meet the eligibility criteria stipulated in this lawwithin three days from the date of publication of the lists. The complainant shall beexempted from court fees
