Article 8:

4) Decisions by the Board may be appealed only to the electoral judicialpanel. 

8) Upon its formation, the judicial appeals panel shall establish appealprocedures before it against the decisions of the board of commissionerswithout violating what is mentioned in this law. This shall be exemptedfrom the applicable amended civil procedure law No.83 of 1969 and otherprocedural laws.

Article 8 of the IHEC’s Law asked the judicial appealspanel to establish its appeals procedures upon its formation. However, thejudicial appeals panel omitted from issuing this law during the 2010 election.This brought uncertainty over the appeal process in front of the judicialpanel.
