Article 23 of the Political Parties and OrganisationsAct, 2005 provides that “where any appeal under this Act or any proceedings arising out ofsection 21 are before the High Court, Court of Appeal or Supreme Court theCourt shall proceed with the matter expeditiously and may, for that purpose,suspend any other matter pending before it.” The provision does not expresslyindicate whether the court is required to hold a hearing in determining thematter filed before it.
