Conduct of the hearing

138 ? (1) At the beginningof the first hearing, the applicant or the President read or described in theapplication. Next, the applicant shall declare as to whether the applicationfor a specific action still maintains, or how to modify it or change it.

(2) If t the applicantfailed to appear in the hearing, the application can not be read or presented.

139 ? 325 after theapplicant submits a statement by the defendant in its defense that the actionor termination (? 157) country or its defense and counter claim (counter-claim,set-off) facing towards the plaintiff's application. The defense should begiven the facts and the evidence for them in the underlying.
