Article 13: “A list willbe issued to be displayed in the electoral districts with the names of thecandidates. This will be for a period of 3 days following the close of thenomination period.
Whoever has nominated himself and does not find his name on the list ofcandidates can request the above mentioned committee to add his /her name onthe list or if he or she has any objections to any other candidate on the listto do so with in the 3 days of the display of the list.
The committee will then issue its response to the request and the objectionswithin 3 days from the date of request and in case there is no response fromthe committee it will be considered a rejection. In this case the person inquestion can appeal the rejection in Civil Appellate High Court within 3 daysand within 7 days from the date of appeal the court will give a ruling thatcannot be appealed against.
Following which a final list of candidates will be issued in every constituencyand these names will be published in local media.”

Article13 did not ask the high court to hold a hearing or issue a legal reasoning forits rulings. Same for article 12 of the exercising political rights. Thisindirectly means the high court is not obliged to do so, given the short periodfor complaints (7 days).
