Article 13

(The process of decision-making)

(...)

(4) If the complaint is not rejected for thereasons referred to in paragraphs (1), (2) and (3) of this Article, the CentralElection Commission or the Election Commission approaches its resolution.

(5) The Central Election Commission or theElection Commission complaint promptly faxed to all parties listed in thecomplaint. The parties named in the complaint may be filed within 24 hours of receiving thecomplaint, in writing, comment on the allegations in the complaint. Declarationshall be submitted in person or by fax.

(7) The Central Election Commission or theElection Commission will review the complaint and make a decision within 48 hours after the deadlinespecified in paragraph (5) of this Article. Central Election Commissionor the Election Commission shall, on its decision immediately (fax) notify thecomplainant and the other parties named in the complaint. The ElectionCommission shall submit the decision and the Central Election Commission ofBosnia and Herzegovina.

Article 23

Procedure in electoral appeals

(1) An appeal may be filed before Section IIIof the Appeals Division against a decision of any authority in

Bosnia and Herzegovina, its entities, andagainst of courts of last resort in the District of Brčko, in terms

of Article 15 paragraph 2 a), if it is notsubject to another ordinary appeal.

(2) A complaint may be lodged by individuals,political parties and political coalitions. Section III of the

Appeals Division will not act on anonymouscomplaints. All complaints shall be made public unless, in

exceptional circumstances, determinedotherwise in the detailed rules of procedure.

(3) The application shall be lodged within 15 days ofthe day of the last-instance decision .

(4) Section III of the Appellate Division shall decideon the appeal within 10 days.
