(12) Where the Electoral Commission—
(a) refuses toregister a political party or organisation under this section; or
(b) fails to processthe application within the time prescribed in subsection (11),
the applicant may,in writing, petition the High Court for an order requiring the
Electoral Commissionto process the application.
