6. (1) On the seventh day preceding nomination day,the Returning Officer shall attend, at the place fixed for the nomination ofcandidates, between the hours of nine o’clock in the morning and twelve noonfor the purpose of receiving for scrutiny from any candidate or his agent thedocuments which are required by these Rules to be tendered or delivered onnomination day to the Returning Officer by or on behalf of a candidate for thepurpose of his nomination.

(5) On receipt of the documents referred to in subrule(1), the Returning Officer shall carefully scrutinise the same and shall, notlater than the hour of four o’clock on the same day, certify on each copy ofthe nomination paper and of the statutory declaration of the candidate hisdecision as to whether the nomination paper is valid, or whether it is invalidand the reasons therefor, and shall thereafter return one copy of the nominationpaper and of the statutory declaration to the person presenting the same andshall retain the other copies.

(7) Where the Returning Officer has certified that thenomination paper of a candidate is invalid, the candidate or his agent mayappeal against the decision to a Judge in Chambers not later than the sixth daybefore nomination day, by filing with the Registrar and serving on theReturning Officer a notice in the form set out as Form No. 36 in the PrescribedForms Rules.
