(8) The Registrar shall give at least two days’ noticein writing, to the appellant and to the Returning Officer, of the time andplace fixed for the hearing of the appeal.

(9) Every appeal under this rule shall be prosecutedand heard and determined by the Judge in such manner as may be prescribed byRules of Court and the costs of every such appeal shall be in the discretion ofthe Judge.
