Article112. (1) The candidates for President and Vice President of the Republic maybe
proposed for registrationby only one party, coalition of parties or nomination committee.
(2) The candidates forPresident and Vice President of the Republic shall be registered on a singlecandidate list by the Central Election Commission upon presentation of:
1. a proposal by thecentral leadership of the party concerned, competent to do so according to thestatute, or the leadership of the coalition of parties concerned, competent todo so according to the decision on the formation of the coalition of parties, statingthe names, the Standard Public Registry Personal Number and the permanentaddress of the candidates; any such proposal shall be signed by the personrepresenting the party or by the persons representing the coalition of parties,or by persons expressly authorized thereby; the decision of the party or thecoalition of parties, adopted by the body competent to do so according to thestatute of the party or the decision on the formation of the coalition, on thenomination and ranking of the candidates on the candidate list, shall beattached to the proposal;
2. a proposal by thenomination committee, stating the names, the Standard Public Registry PersonalNumber and the permanent address of the сandidate; any such proposal shall besigned by the person representing the nomination committee; the proposal of thenomination committee shall be accompanied by documentary proof from a bank ofremittance of a deposit under Article 79 (1) herein and a list of the names,the Standard Public Registry Personal Number and the signatures of at least7,000 voters supporting the nomination of the candidates, affixed before amember of the nomination committee; each voter may participate in only onesignature list;
3. a declaration by eachone of the candidates, completed in a standard form, to the effect that thecandidate has resided in Bulgaria during the last five years and satisfies theconditions covered under Article 4 (2) and Article 95 (1) of the Constitutionof the Republic of Bulgaria;
4. a declaration by the candidatescompleted in a standard form, to the effect that the candidates satisfy theconditions referred to in Paragraph (1);
5. a representation by thecandidates of the consent thereof to be registered;
6. an authorization of thepersons authorized to represent the party or the coalition of parties indealings with the Central Election Commission in the cases where the documentsare submitted by authorized persons.
(3) The candidates forPresident and Vice President of the Republic shall be registered by the CentralElection Commission not later than 35 days in advance of polling day.
(4) The documents coveredunder Paragraph (1) shall be recorded in a separate register with a sequentialnumber assigned thereto. The order of arrival of the documents shall determinethe order of entry in the register of the Central Election Commission.
(5) The Central ElectionCommission shall ascertain and shall declare invalid any registrations effectedin violation of Paragraph (1). The decision shall be made public forthwith, andthe candidates, parties, coalitions of parties and nomination committeesconcerned shall be notified.
(6)The decision of the Central Election Commission declaring the invalidity of theregistration of the candidates under Paragraph (5) shall be appealable before the SupremeAdministrative Court according to the procedure established by Article26 (8) herein.
Article 26 […] (8) The decisionsreferred to in Items 10, 11, 12 and 13 of Paragraph (1), Items 5 and 6 ofParagraph (2), Items 4 and 5 of Paragraph (3), Items 6 and 7 of Paragraph (4)and Items 2 of Paragraph (5), including the refusals ofregistration, shall be appealable before the Supreme Administrative Court careof the Central Election Commission within 24 hours after thecommunication thereof. The Central Election Commission shall transmit theappeal to the Court forthwith. The Supreme Administrative Court shall examinethe complaint and shall pronounce by a judgment within 24 hours after thereceipt of the said appeal, sitting in public session with the appellant, theCentral Election Commission and the persons concerned being summoned. Thejudgment of the court shall be made public forthwith and shall be unappealable.
