Requirement to hold a hearing in the last instance

Article 23 of the Political Parties andOrganisations Act, 2005 provides that “whereany appeal under this Act or any proceedings arising out of section 21 arebefore the High Court, Court of Appeal or Supreme Court the Court shall proceedwith the matter expeditiously and may, for that purpose, suspend any othermatter pending before it.” The provision does not expressly indicate whetherthe court is required to hold a hearing in determining the matter filed beforeit.
