Requirement to issue reasoned decision in the last instance

Article 54 (1) The Court shall decide the merits of thematter by judgment and all other issues by ruling.

(2) A judgment shallpresent reasons justifyingthe decision and shall include the notice that no appeal from theCourt’s decision is permissible.
