What institution(s) has the power to impose non-criminal sanctions for campaign finance infractions?

Article (68): Sources of Fundfor the Election Campaign

1. Any electorallist or candidate participating in the elections is prohibited from receivingany funds for his/her campaign from any foreign or external non Palestiniansource whether directly

or indirectly.

2. Each electorallist or candidate participated in the elections has to submit within one monthof announcing the final results a detailed statement of all funding sources andthe amounts spent during the election campaign.

3. The Commissionmay request the auditing of the financial statements stated above by acertified auditor.

Article (69): Limits on campaignspending

Any electoral listor candidate for the presidency is allowed to spend no more than one millionUSD or its equivalent of the circulated currency on the election campaign.

Article (111): Penalty for Violating theDisbursement on Elections Campaign Rules

Any person who violatesArticles (68 and 69) of this law shall be punished with imprisonment for aperiod no longer than six months, or a fine that is not less than one thousandUSD, or equivalent thereof in the legally circulated currency, or with bothpenalties. The Court shall have the right to remove his/her name from the listof candidates and confiscate those funds.
