What institution(s) has the power to impose non-criminal sanctions for campaign finance infractions?

42.1 The CEC may chargeadministrative fees in accordance with rules, against Political Entities thatsubmit Campaign Financial Disclosure Reports after the applicable deadlines.The CEC shall remit any administrative fees that it collects here under to theKosovo Consolidated Budget.
42.2 The imposition of afine or other sanction by the CEC does not prejudge any criminal sanction thatmay apply.
42.3 A Political Entity mayappeal a decision of the CEC imposing a fine under this article to the court offirst instance within five (5) working days of being notified of the decision.
42.4 The court of firstinstance shall not impose a sanction in respect of a matter that is subject toan administrative fee under paragraph 1 of this Article.
