What institution(s) has the power to impose non-criminal sanctions for campaign finance infractions?

(55) “The election agent shall keep accounts of the expenses of therelevant election systematically as prescribed. He shall submit the accounts ofsuch expenses in the manner prescribed to the relevant Region or StateSub-commission and Self-Administered Division Sub-commission, Self-AdministeredZone Sub-commission or District Sub-commission concerned.”

88.          The Hluttaw candidatewhose election has been declared as invalidated as prescribed in Sub-section(b) of Section 74 or Sub-section (b) of Section 75 by the Commission in theofficial Gazette; the Hluttaw representative or election agent who has beendecided by the Election Tribunal and declared by the Commission for failure tosubmit the election expenses as prescribed and having declared as a person ofdistorted qualification; the Hluttaw representative who has been declared bythe Commission as having no right to subsist as a Hluttaw candidate having beenpunished with imprisonment under any existing law after being elected; havingbeen convicted under one of the offences in Chapter XIII the Hluttaw candidateor the Hluttaw representative having no right to subsist as declared by theCommission shall not contest in the election as a Hluttaw candidate from thedate of declaration in the existing Hluttaw term and the next Hluttaw term.
