Article 44. 1. Not later than in 10 days after acceptance of thedocuments required for registration of a federal list of candidates, theCentral Election Commission of the Russian Federation shall take a decision to registerthe federal list of candidates or a reasoned decision to refuse thisregistration

3. Having adopted a decision to refuse toregister a federal list of candidates, the Central Election Commission of theRussian Federation shall, within 24 hours of the adoption of such decision,provide its copy to an authorized representative of the political party,stating the reasons for the refusal. The reasons for the refusal may includethe following:

7) expenditure made by the political partyfrom sources other than its electoral fund and electoral funds of its regionalbranches (if any) to finance its election campaign exceeds 5 percent of themaximum limit of total expenditure out of electoral fund of a political partyestablished by this Federal Law;

8) expenditure made by the political partyto finance its election campaign exceeds by more than 5 percent the maximumlimit of total expenditure out of electoral fund of a political partyestablished by this Federal Law;

7. The decision of the Central ElectionCommission of the Russian Federation to register or not to register a federallist of candidates may be appealed to the Supreme Court of the RussianFederation, which shall consider the appeal within five days of its receipt.
