What institution(s) has the power to impose non-criminal sanctions for campaign finance infractions?

82. DISTRIBUTION OF MONEYS FROM THE CENTRALFUND.
(1) For the purposes of this section,“registered political party represented in the Parliament” means a registeredpolitical party, a member of which is a Member of the Parliament who –
(a) was endorsed by that registeredpolitical party at the time of his election to the Parliament; or
(b) who subsequently joined thatregistered political party, and who is not a member of another registeredpolitical party.
(2) Subject to this section and to anyother relevant provision of this Law, the Commission shall pay out of theCentral Fund –
(a) subject to Subsection (3), toeach registered political party represented in the Parliament, the sum of K10,000.00 for each Member of the Parliament who is a member of that registeredpolitical party; and
(b) any sum payable to a registered political party underSection 83.
86. ENTITLEMENT TO FUNDINGFROM THE CENTRAL FUND.
(1) A –
(a) a person who is aMember of the Parliament, determined by the Commission under Section 85 not tobe a member of a registered political party; and
(b) Member ofParliament, who is a member of a political party who has failed to file afinancial return,
is not entitled to any paymentof funds from the Central Fund and shall not be included in any calculation ofpayment of funds from the Central Fund.
(2) A registered politicalparty which –
(a) does not have anymembers who are Members of the Parliament; or
(b) has failed to filea financial return in accordance with Section 88,
is not entitled to any paymentof funds from the Central Fund.
88. FINANCIAL RETURNS BYPOLITICAL PARTIES.
(1) Within three months afterthe date fixed for the return of writs following a general election and everytwelve months thereafter, the public officer of a political party shall lodgewith the Registrar a financial return specifying –

(c) details of allexpenditure which that political party has incurred, during the period –

(2) A financial return underSubsection (1) shall contain –

(c) in respect of eachitem of expenditure –

(iii) the nature and value ofthe expenditure; and

There is no specific provision in the lawtargeting campaign finance infractions. However, according to Article 88 ofthe Organic Law on theIntegrity of Political Parties and Candidates (2003), political parties should provide details of their expenditures,which by extension includes campaign finances.
