Comment
The Organic Law governing presidential andlegislative elections in Rwanda does not contain provisions regulating sanctionsagainst campaign finance infractions. The legislation only sanctions violationof legal provisions in election campaign, withouttouching upon financial side of campaigns. Article 69 thereof provides “Withoutprejudice to provisions of other laws, any candidate who violates laws whilecampaigning shall be summoned by the National Electoral Commission for a firstofficial oral warning.
