'Article 464: The court session beginswith a relation of one of the members of the Judicial Council. After theparties, if they are present, give explanations. First party takes the floor has appeal, thenthe other participants in the trial and, where appropriate, the prosecutorheard. When this haspresented a written opinion, read by a member of the Judicial Council.When the prosecutor, on the basis of charges filed by him does appeal againstthe decision of the court, he gets the first word.
